To conduct review of the activity “Engaging men and boys in gender equality and prevention of violence against women”
Duty Station:
Most of the work will be done in Ha Noi, with travel to Da Nang city for the field work.

I. BACKGROUND AND JUSTIFICATION
UN Women in Viet Nam
UN Women is the global champion for women and girls. Its 2010 establishment, applauded around the globe, offers a historic opportunity to jump-start progress for women and for societies. UN Women acts on the fundamental premise that women and girls worldwide have the right to live a life free of discrimination, violence and poverty, and that gender equality is central to achieving development.
Globally, UN Women stands behind women’s equal participation in all aspects of life, focusing on five priority areas:
• Increasing women’s leadership and participation;
• Ending violence against women and girls;
• Engaging women in all aspects of peace and security processes;
• Enhancing women’s economic empowerment;
• Making gender equality central to national development planning and budgeting.
UN Women (formerly UNIFEM), has operated in Viet Nam since 2004, as leading agency on gender equality and empowerment of Vietnamese women. Our activities focus on the expansion and enhancement of women’s voice, leadership and participation; capacity development for state management agencies on mainstreaming gender on
laws and policies; strengthening gender in climate change; elimination of violence against women; and empowerment of women in economic aspects.
Violence against women in Viet Nam
In 2010, the Viet Nam Government released findings from the National Study on Domestic Violence against Women, which showed that one in three, or 34 percent, of ever-married women report that they have suffered physical or sexual violence from their husbands at some time in their lives. The findings showed that after three years of the Law of Domestic Violence Prevention and Control being in effect, violence against women is still a widespread phenomenon in Viet Nam. The local authorities try to reconcile the majority cases of domestic violence and in most cases reconciliation has not stopped the violence. In less than a third of reported domestic violence cases, administrative sanctions are given and on average, only 1 in a 100 cases leads to a conviction in court. Most cases are not brought to the attention of legal aid providers thus victims do not receive sufficient legal advice on how to best deal with the violent situation. The majority of victims do not receive medical care and those that have do not have their cases reported to other authorities. The Government of Viet Nam and many other development partners have worked to respond to the issue. Most of the interventions on violence against women are mainly focusing on providing services such as health care, legal aid and shelter for victims, while prevention of violence against women does not yet have enough attention. Intervention to support victims of violence is very crucial but it cannot end the issue.
Raising awareness of people to change their attitudes and behaviors toward ending violence is very important, particularly attitudes and behaviors of men as mane’s behavior is a major part of the problem, thus they should be a part of solutions. Therefore, in 2009 UN Women Viet Nam in partnership with Youth Union implemented the activity ‘Engaging men and boys in gender equality and prevention of violence against women’. After three years of implementation, the project has reached hundreds of beneficiaries and has good impact on youth. In order to have an accurate assessment of activity's impacts, UN Women is calling for a group of consultants to conduct a review of activity ‘Engaging men and boys in gender equality and prevention of gender based violence’.
II. “ENGAGING MEN AND BOYS IN GENDER EQUALITY AND PREVENTION OF VIOLENCE AGAINST WOMEN”
ACTIVITY
2.1 Background
Violence against women (VAW) is rooted in a complex set of issues that require multiple responses at different levels – with individuals, communities, institutions and in the larger policy environment. VAW is any form of violence used to establish, enforce and/or perpetrate unequal gender power relations. VAW is a tool of discrimination – a mechanism to enforce the gender norms that privilege certain groups over others – men over women and groups of men over others. This concept of VAW connects the use of violence with gender inequality and gender norms and the socialization process. Underlying these norms and socialization processes are versions of masculinity that sanction the use of violence to the detriment of all.
To response to the issue, there are several agencies in Viet Nam are working to combating VAW. While some agencies are working on intervention models to provide services for domestic violence victims or capacity building for service providers to work with DV victims, UN Women in Viet Nam has shifted its focus to primary prevention of VAW which aims to stop violence before it happens by increasing awareness of people on the issue. Particularly,
UN Women has been working on promoting the involvement of men in gender equality and ending violence against women. In order to provide more evidence for policy making and programme planning on primary prevention of gender based violence, in 2011 UN Women and UNFPA jointly conducted a study on Masculinity and gender based violence, which used a life history method to analyze 30 interviews of 30 mens from urban and rural areas of Viet nam. This is to understand deeper about men, masculinity and violence. The findings of the study were expected to answer questions that why some men use violence and some do not and more importantly which factors shape their masculinity through out their lives such as family, schools, peers, work or other factors. The findings will inform policy and programme makers on how to work with men to effectively prevent their violent actions.
Besides studies, UN Women in Viet Nam also participated in Joint Communication Campaign (JCC) on Prevention of Domestic Violence, led by the Spanish NGO Peace & Development with 25 partners, including government ministries, mass organizations, INGOs, local NGOs and UN agencies. The campaign held community-based discussion groups with men in 16 provinces to discuss the campaign messages and to invite them to reflect on their attitudes and behaviours related to GE and DV. A strong message for men ‘I am a men, I am agaist domestic violence’ has been conveyed to the community to challenge existing gender norms and to promote positive roles and behaviours for men age 18 to 45 as an approach to preventing domestic violence.
Since 2009, UNIFEM (now UN Women) in Viet Nam has been in partnership with the Viet Nam Youth Union to carry out an activity ‘Engaging men and boys in gender equality and prevention of gender based violence’. For three years from 2009 and 2011, the activity has been implemented as detailed below.
2.2 Activity's objectives and the target groups
The activity aimed to raise awareness and understanding of young people on gender equality and prevention of violence against women, particularly by promoting the role of men and boys to end violence against women. It also aimed to create a movement among youth toward gender equality and lead to actions to stop violence against women.
Expected outcomes:
– Capacity of Youth Union core facilitators and selected teachers are strengthened to implement GE and GBV initiatives with young people.
– Improved awareness and understanding of young people and teachers on GE and GBV to promote behavior changes.
The target groups of the activity are:
– Students at high schools and university in Da Nang city
– Staff and leaders at Da Nang Youth Union
– Teachers and school administrators of school participated in the project.
2.3 Main contents
The mains activities in three years focus on achieving project objectives with two main groups of activity:
(1) Capacity of Youth Union core facilitators and selected teachers are strengthened to coordinate and implement GE and GBV initiatives with young people.
1.1. Provide trainings for Youth Union staff and school teachers on knowledge and skills to facilitate forums and discussions with youth on gender equality and prevention of violence against women.
1.2. Provide technical assistants to Youth Union facilitators of boy clubs.
(2) Improved understanding and attitude of young people, teachers, parents and communities on GE and GBV to promote behavior changes
2.1. Set up youth’s clubs in schools (high schools and secondary schools) and every club organizes and completes sessions on GE, masculinity and GBV.
2.2. Organize forums/discussion with teachers at schools done by student’s clubs and facilitators.
2.3. Organize communication activities/events at schools and communities.
III. ACTIVITY REVIEW
3.1 Objectives of the review
After three years of implementation, a review of activity is to be conducted based on information provided in project documents in order to assess results of the activity on target groups.
The objectives of the review are:
1. To assess the changes in awareness and knowledge of target groups such as boys in clubs.
2. To assess the capacity of Da Nang Youth Union on facilitation of boys club discussion on gender equality and prevention of violence against women.
3. Assess effectives of activity design and recommendations for UN Women work on violence against women in future?
3.2 Evaluation questions
Awareness and knowledge of target groups
1. What changes in awareness and knowledge around gender equality and prevention of violence against women were identified in club members?
2. Are there any actions/plan to facilitate gender equality and prevention of violence against women that were developed by club members as a result of this initiative?
3. What is the good lesson learn from this project activities and what strategies can be strengthened? Which activities have been effective? Which should be discontinued?
Capacity of Youth Union to facilitate activities on gender equality and prevention of violence against women at school
1. What changes in knowledge of Youth Union leaders and staff on gender equality and prevention of violence against women?
2. What changes in facilitation skills of Youth Union staff in facilitating club discussion on gender equality and prevention of violence against women?
3. Are there any actions/activities/plan to facilitate gender equality and prevention of violence against women that were developed by club facilitators as a result of this initiative?
Recommendations
1. What are strengths and weaknesses regarding the design of the project?
2. What are the lessons learnt from this project regarding UN Women’s work on violence against women?
3. What will be recommendations for UN Women to work on prevention of violence against women effectively in the future?
3.2 Use of the evaluation report
– The evaluation findings and recommendations will be used by Youth Union and UN Women making decisions on the future direction to work on prevention of violence against women.
– The evaluation findings will also be used as guidance for other related stakeholders such as Youth Union and CSAGA in continue their work in the areas of elimination of violence against women for school students.
– The evaluation findings will also be used for other UN agencies working on GBV as lessons learnt on how to work with young men and boys on GBV issue.
3.3 Scope of the review
– Review scope: The review will focus on three years of implementation (from 2009 to 2011) and its impact on targeted groups that was implemented by the Northern Youth Center in 2009 and 2010 and Da Nang Youth Union in 2011.
– Geographical coverage: The review will focus activities implemented in Da Nang city.
– Stakeholder coverage: The review will reach out to all principle stakeholders, i.e. beneficiaries, target groups, partners: UN Women, the Northern Youth Center, Da Nang Youth Union, Center for Applied Sciences in Gender, Family, Women and Adolescent (CSAGA), Partner of Prevention (P4P), high schools and universities participated in project activities in Da Nang city.
– Substantive scope: The review will analyze the relevance, effectiveness, efficiency, sustainability and impact of the project objectives in terms of achieved results set against objectives, change in terms of on prevention of violence against women and gender equality, ownership of stakeholders.
Specifics:
(1) Reviewing activity outputs:
Review of the activity output: the activity should be evaluated against its objectives. The consultants can also look at the cost effectiveness analysis of the investment and output of the activity.
(2) Drawing lessons learnt: It is important that lessons learn from the activity are documented and disseminated to other stakeholders on the activity related to primary prevention of violence against women.
Besides the quantitative data, it is expected that the consultants will collect the qualitative information by interviewing key informants or holding focus group discussions with key stakeholders to get more in-depth understanding on the activity's impact.
3.4 Methodology:
The consultant team should propose methodologies to assess the strengths and weaknesses of the activity, feasibility of sustaining and replicating this model. The studies will be used both quantitative and qualitative method for data collection.
Qualitative study: The review will assess effects of the activity via study of activity reports and related documents, observation, group discussions, in-depth interviews with key informants (club members, youth union facilitators, Da Nang Youth Union, and CSAGA staff who support the activity). Discussions and interviews will focus on:
• Effectiveness, strengths and weaknesses of the activity when introducing the school based intervention model focus on men involvement to raise awareness on gender equality and prevention of violence against women.
• Barriers or/and supporting factors that hinder or promote primary prevention model at school.
• ?Possibility of sustaining and replicating the school based primary prevention model in other locations.
• Lessons learnt and recommendations for direction of UN Women in working on VAW in future.
Quantitative study:
The review will conduct questionnaires with beneficiaries who were members of clubs at high schools and university participated in project activities in Da Nang city including: Duy Tan University, Sport University, Hoang Hoa Tham high school, Nguyen Hien high school, Nguyen Thuong Hien high school, Le Quy Don high school, Thai Phien high school.
The study will use Gender Equitable Men Scale (GEM scale) or other international standard tools to measure changes in perception and attitude of men on gender issues. As the project did not have the baseline at the beginning of the project, therefore, the results from this evaluation will not be compared to the baseline. However, if possible, the consultant can conduct a survey with a control group (group of students who not participated in clubs) to make a comparison if possible.
IV. SPECIFIC TASKS AND TENTATIVE TIMELINE
Under this consultancy, the team leader will work with team member to deliver consultancy tasks. The consultants will work under the immediate supervision of UN Women Programme Officer, and will report to UN Women Country Representative in Viet Nam.
VI. DURATION OF ASSIGNMENT:
Review will be conducted from 20 September 2012 to 30 October 2012 with an estimated duration of 23 working days.
VIII. LOGISTICAL SUPPORT
All partners/stakeholder of the activity will:
– Provide the related documents, reports, training material:
(1) Activity Description in Project Document
(2) Progress reports
(3) Monitoring report
(4) Reports from club facilitators
– Arrange the target groups of the review for in-depth/group interviews (including the guiders and interpreters (if any)
– Give comments for review report.
IX. QUALIFICATIONS:
For team leader:
– Master’s degree in social sciences or related fields.
– Have extensive experience (more than 7 years) in designing and conducting evaluation research.
– Experience on gender, gender equality, gender based violence, community communication, community based intervention is preferred.
– Excellent communication and writing skills, intercultural skills and ability to lead and coordinate a team of researchers.
For team member
– Master’s degree in social sciences or related fields.
– Have extensive experience (more than 3 years) in designing and conducting evaluation research.
– Experience on gender, gender equality, gender based violence, community communication, community based intervention is preferred.
– Excellent communication and writing skills, intercultural skills and ability to lead and coordinate a team of researchers.
