POSITION:                            Program & Grants Specialist [Independent Contractor]

Work Period:                        Full-time (40 hours/week) for three months, with the possibility of extending another 12 months

SALARY:                                 A competitive daily rate will be offered and negotiated based on the candidate’s salary/rate history and the position’s requirements.

FHI 360 is implementing a regional project based out of Morocco and that will serve civil society stakeholders in the Maghreb and Sahel regions. The project seeks to develop locally-owned strategies to support local governance, community resilience, youth engagement, and moderate messaging.

BASIC FUNCTION OF POSITION: The Program and Grants Specialist (Independent Contractor) will provide programmatic, administrative and logistical support to the Field Program Representative in coordinating the activities of the project, and will coordinate all aspects of the grant selection, administration and monitoring processes under the project. Programmatic responsibilities will include providing technical and administrative support, and facilitating communication to ensure timely completion of project objectives and deliverables while adhering to budget, scope, and schedule requirements. S/he will also work closely with other team members to track all grants, ensure grant applications and paperwork comply with the relevant rules and regulations, suggest corrective measures, and provide technical assistance as needed. S/he will serve as a direct link between the project, other staff and assigned grantees, and will also provide communications and training support to the grantees as needed.

 

PRIMARY RESPONSIBILITIES:

  • Provides support to program management and assists with troubleshooting, updates work plans, and ensures effective implementation of program activities;
  • Leads coordination of in-country logistics for two regional workshops to be held in Rabat, and assists with workshop facilitation;
  • Publicizes and promotes the grant solicitation through various channels;
  • Reviews and screens grant applications for eligibility criteria and participates in the Grants Selection Committee;
  • Supports selected grantees in developing their full proposals and ensure that they submit complete supporting grant documentation; ensures submission of complete grant packages for review by FHI 360 project and contracts staff in Washington, DC.
  • Monitors grantee activities, including travel to other countries in the Sahel and Maghreb region;
  • Coordinates provision of technical assistance by relevant technical experts to program’s grantees;
  • Tracks performance against project timelines, budget, objectives, and deliverables;
  • Assists as needed with translating program documents (into/from English, French, and/or Arabic)
  • Communicates and coordinates as needed with other members of the project team;
  • Provides inputs to, and ensures, delivery of high quality deliverables to clients.

QUALIFICATIONS REQUIRED

  • Bachelor’s degree or its international equivalent in Business Administration, Finance, Accounting, International Administration, International Development, International Business, Management, Public Administration or a related field. Master’s degree or its international equivalent preferred;
  • Minimum 5 years of relevant work experience on international development programs and/or work in the civil society sector of Morocco and/or other countries in the Maghreb and Sahel regions;
  • Experience with design and management of civil society grants programs preferred;
  • Demonstrated organizational skills and attention to detail;
  • Familiarity with international development donors’ rules and regulations highly desired;
  • Ability to work effectively in a highly collaborative team;
  • Excellent communication and organizational skills;
  • Fluency in French and Moroccan Arabic; Excellent oral and written communication skills in English strongly preferred;
  • Moroccan nationals only.
